I ran into this at work and near as I can tell - you actually can't install Windows 7 on it anymore (or correct me if I'm wrong, somebody - I would love it if you could) -- those particular newest drives from Toshiba do not have a Windows 7 NVME driver - instead, they rely on the fact that MS has included a generic NVME driver in Windows 8 and Windows 10. One that you can't get into Windows 7 without some in-depth configuration via SCCM, at least, as far as I've been able to find. Someone correct me if I'm wrong - but that's what my google-fu has been able to turn up. I'd love it if there was an alternate solution.
